JOB TITLE:                      Head of Health & Safety and Facilities Management


REPORTS TO:                   Director of Projects & Premises


DIRECTORATE:                 Projects & Premises


MANAGES DIRECTLY:       Reception staff




KEY RELATIONSHIPS:       External: tenants, contractors

                                      Internal: Manager, Quals division staff




To ensure the provision of a safe, secure working environment for Group employees, tenants and clients, and to ensure that proper Health and Safety processes and procedures are adopted and monitored

To provide scientific and technical expertise and advice to tenants with regard to H&S and to manage the open access Lab Hotel

To oversee the provision of facilities across the Group of companies




  • To ensure the provision of a safe and healthy working environment for employees, tenants and clients:
    • Fulfil the role of “Competent Person” for HASAWA purposes, keeping up to date with legal requirements and promoting H&S principles across the business
    • Maintain a Health and Safety Management System and provide advice and guidance on H&S to managers
    • Carry out regular risk assessments (with line managers) and recommend implement any necessary/best practice safety improvements
    • Ensure tenants comply with H&S requirements laid down in their lease or other contract
    • Co-ordinate fire warden arrangements across the Group and ensure that all employees, tenants and clients comply with emergency evacuation procedures in the event of a fire or other emergency
    • Arrange for staff training in H&S procedures e.g. first aid
    • Provide H&S support on external projects including audits on clients, partners and subcontractors as required


  • To provide scientific and technical expertise and advice to new and existing tenants with regard to Health and Safety, safe scientific procedures, suppliers and cost efficiency measures


  • To manage the Open Access and Lab Hotel areas, taking specific responsibility for good laboratory practice and H&S in the laboratories. Manage the Chemistry Stores and administer provision of laboratory gasses to clients and tenants


  • To liaise with UH Facilities on all matters regarding buildings management in order to ensure issues are resolved quickly and effectively


  • To manage the provision of building facilities so that day to day operational needs of employees across the Group are met, and in particular supervise security, cleaning and catering services


  • To negotiate commercial contracts including maintenance contracts, FM contracts, recycling contracts, company/lease car contracts, and stationery contracts


  • To draw up and agree the facilities management budgets, and to liaise closely with Finance to ensure proper financial management


  • To manage the reception staff, including in-house event management


  • To carry out such other reasonable tasks as may be required from time-to-time




Ideally the postholder will hold, or be working towards, a NEBOSH certificate level H&S qualification or NVQ level 4 in Occupational Safety

An HNC or equivalent in a Science subject or significant Laboratory experience is desirable 




  • Extensive experience in H&S legal requirements, policies, procedures and practices
  • Experience in carrying out appropriate risk assessments
  • Extensive experience in Scientific Laboratories (both Biology and Chemistry disciplines) to cover equipment and procedures
  • Knowledge of scientific procedures enforced by Regulatory bodies such as Radiation, Human Tissue, Waste and storage of scientific materials and chemicals
  • Knowledge of Scientific support procedure and equipment such as autoclaves, liquid nitrogen, storage facilities
  • Knowledge of Biological safety classifications, regulations and requirements and cleanroom classifications
  • Experience in purchasing negotiation and managing supplier relationships, including purchasing laboratory equipment and consumables
  • Budget management




  • Excellent negotiation skills to achieve best price/service/quality combination
  • Excellent customer relationship management skills to support the tenants
  • A self starter with good organisational skills and ability to multitask
  • Good communication skills, both written and oral
  • People management experience desirable
  • Must portray confidence and remain calm in difficult situations e.g. fire evacuation




Highly desirable that the postholder has a driving licence as he/she will need to travel to the various sites and some clients’ premises
