Estimating Manager - Hampshire

We are looking for an industrious, enthusiastic and established Estimating Manager for one of the world’s leading construction companies. As a member of the management team the successful candidate would be responsible for:

     • Challenge established methodologies and bring innovations to tenders
     • Developing & reviewing pricing strategies at both corporate and individual bid levels
     • Ensure that controls and procedures are in place to tender for and price contracts which meet business objectives
     • Reporting to the proposals director
     • Lead the liaison with Operational and Technical staff to ensure market leading & Profitable offerings.

With an enthusiastic and innovative approach to Estimation Management the successful candidate would be charged with not only delivering improvements to customer experience but also:

     • Managing the Estimating team to ensure integrated quality/financial/commercial bids
     • Supporting the Bid Director/Manager in bid opportunities in the Local Authorities sector
     • Leading advance preparation for tenders, liaising with Business Development, Bid Managers/Directors and Operational Leads in strategy development
     • Working with the bid team in the preparation of client pre-submission documents and activities, such as dialogue meetings and presentations
     • Planning future estimating resource & recruitment requirements
     • Liaising with and support relationship development with the Procurement function and supply chain both strategically and as appropriate to specific bids
     • Managing estimating processes development (auditing compliance, reviewing, amending and updating)
     • Liaising with Operations to ensure appropriate and most up to date operational methodology and delivery models are incorporated within the pricing approach; recognising overlap and common ground between sectors (Strategic Roads, Local Authorities, and Rail)

     • A strong people manager, who is focused and experienced in getting the best out of people
     • A person who is accustomed to working with senior management
     • Able to work on their own initiative and be able to schedule workload to meet priorities
     • An experienced professional with extensive knowledge of highways management and operations or similar sectors
     • Strong negotiation skills and experience of managing key suppliers
     • Experienced in managing projects
     • Is able to display knowledge of managing tender processes and possess the skills to handle complex contract negotiations


     • HNC level in an appropriate engineering discipline
     • Chartered Engineer or equivalent

The Individual:


     • Experienced Estimator working in the public sector markets;
     • Good knowledge of the marketplace and ability to analyse trends that may impact on winning business
     • Experienced in leading an Estimating function with line management

     • A full driving licence is essential
     • PC Literate with knowledge of MS applications e.g. Word, Excel
     • Able to communicate and present confidently, clearly and expressively
     • Good numerical skills
     • Good organisational skills
     • Capable of influencing within cross-functional teams
